Council of Dragons

The Fascist government in charge of Metrianda for thousands of years. Started by the then young prince Yevie Tenebris Purpumtum on 7/34/1320 following the destruction of the Matan Kingdom in the Tenebris Coup in 1299, it existed in 3 primary cycles: 1st, 2nd, and 3rd iteration, with three separate council groupings.

The Council of Dragons was split up into 3 separate groups: Chromatic (top of the pecking order, the big bosses, rules do not usually apply to them), Monochromatic (technically separate and technically a part, they predate the Council of Dragons but to maintain their technical independence they pay a hefty tax), and Metallic (bottom of the pecking order, though they govern the most land). Each group is defined by the color/type of dragons that make it up.

The Council ruled over nearly all of Metrianda with an iron fist for 8,099 years. During that time they governed practically every aspect of life for the average Metriandan with a particularly heavy hand on The Underglass, especially so on the people who lead it. The Council of Metallic Dragons- while a Council of Dragons in name- were the general punching bag for Metrianda. Elected in groups at the same time and forced to abandon their name to attain their position (or die), these dragons were expected to maintain prosperity over the lands they were assigned in the massive Underglass, but also in the Overglass above them. Death was a constant threat for these workers- if any dragon or hero messed up, upset a Chromatic dragon to a high enough degree, or broke an established Council Rule they found themselves at risk of a full culling- meaning every dragon, hero, mayor, or governmental worker under a Metallic Council member would be killed and replaced. This culling only happened twice, but both times it resulted in the immediate weakening of The Underglass, further forcing it to rely on The Overglass, and Council of Dragons by extension.

Funding, trade, power, food, and information were tightly controlled and people from The Overglass often had no knowledge of what life was like beneath them, though the promised land of The Utopic Overglass was touted over the heads of the Underglassians as an achievable dream- if they just worked hard enough. This was rarely the case. The failure of The Underglass was pinned on the Metallic Council- who were responsible for it- though with the constant threat of death looming over their head, and the lack of resources and true political power it was nigh impossible for them to make any real change. Furthermore, consistent brutal attacks from “outerworlders” (people from Elseworlds other than Metrianda) and terrorist groups kept The Underglass further in the pits of constant cycles of repair. Suspiciously these attacks stopped once The Council fell- Metrianda has not been attacked by an Outerworlder since.

In either case, The Chromatic Council reaped the benefits and laid them out for their land to profit from. During their reign The Overglass blossomed, going from a slow-growing kingdom under Meter Matan to a bustling metropolis under Tenebris- effectively “proving” to his civilians how much of a better leader he was than The Matans. Though, despite this growth, Heroes of The Overglass had the highest death rates out of any hero group in all of Metrianda’s history- particularly those of the Capitol City of Robasa. Heroes were consistently going missing, ending up murdered, being maimed, abused, and thrown into madness as a result of the sheer amount of work put onto their shoulders. This, seemingly, was also by design- touted as “a way to earn your title” as hero the practice was deceptively a way to keep Chromatic dragons from getting attached to their heroes, keep their heroes tired and unable to work against them, keep them uninformed, and kill off any who proved a threat to the council. This method eventually backfired- leading to the establishment of the group that would lead to their destruction.

The Monochromatic council were members in name only, run by 3 dragons: Revelation, Civility, and Sincerity. Their council predated The Council of Dragons by centuries, being an Escherinian-Founded organization primarily focused with uniting their dragon-lead kingdoms under a flag other than the Tenebris’ Empires (headed by Elyusium Tenebris at the time). They were strong-armed in when The Matan Kingdom fell and The Council of Dragons was established by Yevie Tenebris- who stole their name. They truly only paid taxes to prevent their lands from being conquered and had no real governing power.

On 3/1/9419, The Council of Dragons was destroyed by Queen Pareidolia Di’or and Captain Maldreth Matriad during the 9419 Mayessal election.

Like with the rest of The Council of Dragons- internally everything relied on rank. Each of the Chromatic Council members were given a purview based on their color (chart seen below) and their rank, with Amethyst being the highest rank and Garnet being the lowest. Furthermore, this rank continued in the Metallic Council, with the highest ranked of those 9 being the Platinum dragons and the lowest being the Brass, and in the Monochromatic- with the highest being Quartz and the lowest being Obsidian. Chromatic Councilmembers were given governmental agencies and roles to be in charge of, alongside the appropriately colored city, and the others were given land.
