Robasa

Robasa is the 13th city in The Republic. It is, and seemingly has always been, the center of Metrianda. Historically it was the capital- for the Kingdom of Matan, Escherin, and the Council of Dragons- it was only recently under The Republic that it became the “podunk” town with very few citizens it seems to be defined as, and only further recently that its status as the center of Metrianda was returned- as it now houses most of the refuges of The Republic’s centermost cities and stands as the temporary capital following Whima’s destruction.

Robasa’s tower is allegedly not a constructed structure but instead naturally occurring- it predates written history, is referenced in even the oldest documents from Pre-Matan Metrianda, and has served as a sort of representation of Death in many, many Escherinian cultures. Robasa, in modern day, is the Amethyst city, represents the Storyteller, and is characterized by old gothic architecture and the presence of stonework throughout the city’s streets. While Robasa has outside elements the majority of the city exists “inside”- as nearly every single building is connected by a series of publicly accessible internal hallways and walkways- often on the second or third floor. While originally this architecture served as a means to aid in the city's inevitable upwards expansion (as existing on a stone disk being suspended thousands of miles up in open air isn’t conducive to outwards expansion) it now serves as one of the city’s only means to protect its denizens from the elements. Every night at 8 pm until 5 am a storm overtakes the city- summoning various white ghastly monsters called “Melfan” from between the cobblestone. Once the rain ends, they leave, but they prove a massive, unavoidable, unstoppable threat to anyone caught outside in the weather. Robasa is broken up into 5 distinct layers or disks accessible through a stairwell in the center of Robasa’s tower. The topmost (or first layer) is where everyone lives, the stairwell access downwards to the other levels has been locked off for the past 500 years- all businesses and publicly accessible structures exist on the upper level exclusively. The second and fourth levels down contain an abandoned city identical in style to the top layer, Melfan roam freely and this level provides access to a 2-track suspended tramway that leads down to the glass through the gas. The third level is featureless, save for the city’s primary generator- access to which is heavily restricted and now monitored through a series of security cameras. Robasa’s tower houses its hero complex- with a meeting room at the top, then a series of unused rooms, then (at city level) the actual Hero complex with a training room, a common room, a lobby, and apartments. The very top of the tower also contains the mechanisms to fire a massive laser that is allegedly built into the tower itself.

Inside each level is an individual city- entirely internal- that is considered a separate city from the rest of Robasa- access to which is heavily restricted on either side. This city is called Asabor. Asabor is governed separately from Robasa using a distinct music-defined structure, where each district represents a musical genre, and governmental leadership is chosen through a Battle of the Bands. While this system works in assigning people to positions and funneling funding- the city of Asabor itself is functionally run by the Asaborian mafia. In recent months they have extended an olive branch to the Robasans and are assisting in maintaining the security of Robasa, Asabor, and the surrounding areas as the forces of The Sun continuously try to infiltrate and meddle in both city’s affairs.

Robasa is a part of The Republic of Metrianda- rendering its true default leader to be the Mayess of Metrianda; Kian Shigar. However, Robasa’s mayor is Finnigan Leagallow, a diminutive man who has been leading the city since the fall of The Council of Dragons. The current head of the guard is Sildar Hallwinter- preceded by now Moon hero Muka Mizari- and Gao Tier. Robasa has a long history of quiet partnership with the nation of The Moon, due likely to an old friendship between the Mayor and the Captain- leading to a continuous issue of defection- where Robasan Heroes often change sides to become Heroes of The Moon instead. Robasa was also the first city to recognize and welcome The Moon as a definitive force joining The Republic to fight against their previous ally - The Sun. While this feeling of camaraderie isn’t consistent across The Republic, much less Robasa’s denizens, it is prevalent enough that Robasans and Moons often are grouped together in the cultural pejorative sense.

Many important figures have been summoned to Robasa, including Mayess Kian Shigar, Captain Maldreth Matriad, Mayor Finnigan Leagallow (allegedly), many defected Heroes (Muka Mizari, Bahde, Nightingale Song Odoum, Susan Giskard, and more), Queen Pareidolia Di’or (Laureline the Gold), many dragons that served in The Council, and a variety of historical and modern political figures. Historically Robasa was led by Yevie Tenebris, then his daughter Bravophae Tenebris, leading to the Tenebris family being the longest serving “mayors” of any city in The Overglass. Their impact on the city is still visible to this day, with statues, engravings, patterning, naming, and a variety of other historical relics of The Council of Dragons being relatively easy to find amongst the city streets. Some Robasans still hold a kinder sentiment towards the old dragons- though it’d be a struggle to find any who would admit so in modern day.

Robasa has several unique elements to it that make it much more distinct from the other cities. Predominantly, Robasa’s size is undeterminable due to the majority of her city structure not existing on the causal plane and only defining itself when viewed on a person to person basis. Robasa regularly changes for individual people- shortening and lengthening the distance they traverse on her whims alone- and often hides entire neighborhoods and districts. Old maps of Robasa made by The Matans and The Tenebris define the city as several thousand times larger than it appears to be on modern maps and satellite views- despite this, when traveled by foot these maps are strikingly accurate to the whole of the city, though impossible to follow fully. Additionally, unlike other Republic cities which use the 12 color Overglass or Republican system of Vibrant Colors (RSVC), Robasa uses a unique 24 color system with both vibrant and pastel colors allowing it to summon double the previous maximum number of heroes and solidly placing it as the settlement that can summon and maintain the most heroes outside of GIVE and TAKE.
